He was slightly BEYOND Eternity, seeing as how Eternity needed Dormammu and unspecified "others" help in merely CONTAINING him 
Tribunal thought he killed him but a small sliver of his power survived. Should it be given time it will amass enough power to reform the "full" Zom.
