You see while there are Watchers in EVERY universe in the 616 multiverse there was only a single Watcher in the universe the Surfer ended up in, and that Watcher was an advanced scout. That means that Surfer actually rode the cosmic swell outside of the 616 Multiverse .
Here he's flying through space at FTL and he's able to note the location of each individual star as he passes them and use them to calculate his exact location in the universe...

don't see no 'if', he's definitely alive, conscious and (as events bore out) dangerous.
fantastic fight, now looking back upon it. they resisted the temptation to inflate the Surfer to Galactus levels of power, yet they still made him greater than he was, by highlighting his resolve and tenacity as well as again demonstrating how phenomenally tough he is (the many times he's taken blasts/hits from Galactus in the past are often ignored).
Surfer even states he's channeling the energies of the crunch, and the foreboding in his language explains Galactus' point afterwards, that Surfer was dying as a result of The Crunch energies.
Before that, he's been one-shotted by weak Galactus, and other level Galactus's a couple times... just a little FYI.
There's no doubt he's gotten a bit of a powerup.
