Dr. Strange has full command of any form of magic. He can summon the full power of Cyttorak. Juggernaut is nowhere near as powerful as Dr. Strange.

A blast of mental energy (such as telekinesis) that affects the physical world (such as knocking Juggernaut hundreds of miles,) would be regarded as physical.
Dr. Strange, the most powerful sorcerer in the universe, could easily summon the full power of cytorrak to bind Hulk. His magical abilities have no limitations.Doubtful. Strange is powerful but to force a being who can create universes to give his full power to him seems a bit off. If he was that powerful he wouldn't need Cyttorak at all.
You are making absolutely no sense. Any powerful telepath can turn Hulk into Banner, or shut down his consciousness. They did separate Xavier and Onslaught. Geez, what do you know? Onslaught is infinitely more powerful than Jean. How could she telepathically affect him? Why would it be hard for her to separate Bruce and Hulk? Stop asking me questions and buy the comic. It's irritating.
When did Strange need Juggernaut's help?
I have it in my hand onslaught marvel universe. here is the actual dialouge
hulk"you have to enter my brain telepathically and turn off banner, shut him down."
jean"your human side i cant
hulk" MY CONTROL SIDE and you have to. its the only way.
hulk then turns mindless and fights onslaught, they fight and onslaughts armor is cracked.
Captain America" look the settling dust thor"
theres hulk and beneath him:
quicksilver" BANNER BUT HOW"
get ur facts straight jean grey DID NOT PHYSICALLY REMOVE BANNER FROM THE HULK!
here is alittle something on the rivalry between the 2

Sometime later, the Juggernaut found himself summoned to a familiar place – the Crimson Cosmos inside the gem. Dr. Strange and Nova had become trapped there and needed Cain’s help in getting free. Cain didn’t like being at this unpleasant place a second time and heavily argued with Strange, but eventually he agreed that their only way out was to find Cyttorak and request their release. For someone who's more powerful than Cyttorak it seems strange that he would have to ask Cyttorak to let him go.

"while Dr. Strange engulfed the Juggernaut in magical bonds. Having enough of all three of them, Cyttorak sent them back to where they came from. [Dr. Strange (3rd series) #44]"
Strange stronger then cytorrak i think not

Juggernaut didn't even make the to 10 superhero list.
Nightmare wouldn't defeat Strange now. Back then, Strange didn't have the power he now does. That was before the Defenders.

Cause he's not a hero, pointless to bring that up.
Man, there's too much to try to comment on (after being gone only a couple of hours), but I will comment on one thing. The whole Onslaught-Juggernaut-helmet thing, is irrelevant. The writers of that saga completely left out or completely forgot that Juggernaut's helmet blocks psionic, which in addition to what Swank mentioned, Psylocke wa also able to use her powers on Juggernaut twice, WHILE he was wearing his helmet.
And again, for those that want to figure out just how powerful Cyttorak is, check out Dr. Strange: Sorceror Supreme #49.
And for those that choose to rely on Marvel's scoring system (thinking Wolverine is stronger than Spider-Man), I believe Swank has a good little analogy on that involving Mary Jane.😉
