Speculative. Hulk's inner desires to be "the strongest one there is" can skyrocket his adrenaline level to sufficient heights. And just because he stopped juggernaut with celestial tech doesn't mean he had to use all of its strength potential to do so.
Also, let us not forget that War Hulk wasn't Savage Hulk.

so if hulks strength is unlimited, can he punch through dimensions, can he lift mountains, the answer is no, but his limit is over juggs. and hes not strong enough to fight ss, or thanos, or king thor, which leaves me to believe his limit is under skyfathers. mind less hulk is the strongest, which might be a skyfather level(might) but he needs to remove everything but anger, and therefore, all of his anger= mindless hulk, which= hulks limit. and he also cant reach that without a telepath(or lots of time, which he doesnt have) and you cant become more mindless, so mindless=equals hulks limit.
