Even if Hulk attacked him in the back, he STOPPED him. STOPPED. He stopped the "unstoppable" Juggernaut. Twice. Furthermore, Regular classic Juggernaut has about 30-35% of Cyttorak's power. This suggests a limit. Btw, most bio's state that his strength has an unknown upperlimit. And I think Hulk CAN archieve brute physical strength on a god level. He just lacks the size, versatility and manoeuvrability to rely on it in a fight. That's why the more powerful beings in the Universe will always beat Hulk in combat, if they fight smartly. Juggernaut is not one of them, though.

And Venom smacked Juggy around. Mutation or not. Besides, this mutation has static strength levels, so Hulk may very well do the same thing with his base strength + rage increased strenght, which is in the higher regions of class 100. He will become as strong as necessary to get the job done.

He only used the celestial tech to stop him. For the most part, Hulk brought in his base strength level, but not his rage induced strength, because he didn't seem angry at all during the fight.
