Almost! But remember to spend either 1 point or 3. You cannot spend two. One points inreases by five, three points by ten.

(I only have 2 subterfuge/manuver points and as it seems only one subterfuge/manuver skill so does that mean i will have to waste that 1 extra point cause i can only use one?)

VR there are several subterfuge skills (you can give points to a skill in which you have NO base) so you can add that one point to pick lock or disarm trap

Yup, in theory, though I shall put that on hold for now like the double shortsword option Revan took, whilst I check out the full rules for that kinda thing.

Due to some highly severe monetary issues, the money option has been reduced to 10gp per point, rather than 50! Things are far cheaper than I thought.

3 will be more than enough, Noldor are very rare in middle earth
