I don't think you put in your starting base stat bonuses there, Kai. You have what you would be from being a Dunadain Mage, but nothing more.
The rest of your logic looks fine... so long as you don't mind being a Mage!
BTW, don't add in your skills you don't have a base in. They are at -25, not zero. So really, I am only interested in listing your skills with a base of 5 or more, regardless of stat, preofession or special bonuses.
And yes, I would like to limit Noldor, as not only are they rare, young Noldor are rarer, and young Noldor who actually go out into the world rarer still. I would be equally worried about excessive Half-Elves.
