ABC logic? Really? Naruto has a Rock-Paper-Scissors system when it comes to Ninja fights, not A>B, B>C, and therefore A>C.
Context also matters. Sasuke entered the fight with roughly half of his chakra depleted due to his earlier battle with Gaara, where he had the upper hand. Naruto was at full strength, and once Gaara created a Shukaku construct, he relied entirely on a major Summon that he did not bother to use again until his fight with Pain. Thus I think Chuunin Exam Finals Sasuke would tool Chuunin Exam Finals Naruto due to his vastly superior speed/taijutsu and the Chidori.
With all that said, there's a reason Naruto was extremely motivated to learn the Rasengan. He knew he couldn't match Sasuke's Chidori. Even plot-wise, Sasuke was stronger at that point. Rasengan closed that gap to the point where they were near-equals, and it remained that way until Sasuke accepted & advanced his CS.
