it's obviously only speculation, but I'm thinking Tobi is above Onoki. I'd guess he's right around the same level as Minato.

How come Terumi's above Gaara? Just asking cause Gaara has been really impressive since the war started up. Also would Yagura fit anywhere in your list?

More experienced, simply.

I rate the current 5 in the order they faltered against Madara's clones, basically. Gaara first, then Terumi right after, then A, then Tsunade, with Onoki staying active the longest.

Oh yea, Yagura! Simply forgot about him, he'd be pretty high up there. I'd say a little above Onoki, what with biju ball and big chakra reserves.

Does Danzo still count as a Kage even though he technically didn't become Hokage.

We can throw him in too.

He did well again Sasuke, but largely by burning away limited-use things, and his offense is so-so. I'd say he'd fit in with the other current Kage.

Meh, he was basically a Kage for some time, and he had to go to the Summit, even if he did not officially become a Kage. He's pretty damn OP, considering the hax he had as a Kage.

But yeah, I'm thinking Onoki should be in the third tier along with Minato and the 3rd Raikage, or fourth, given his stupid handicap.

Besides, the only way Minato can beat the 3rd is if he decides to use his One-Finger Nukite against him. vin

You are not remembering the order correctly. Mei would have been the first one taken out had it not been for Gaara's intervention, and Tsunade fell just before A did.
Not that this is a good way to rate the current Kage anyway, considering that A was the only one who got incapacitated, while Mei would have been killed.

Gaara's been far more impressive in the war than any other active Kage barring Onoki, and perhaps Tsunade with her Byakugou.

Alright, then switch them up. Though Terumi's still pretty versatile.

Itachi did not go down a betrayed path, nor did Shisui, nor Kagami, and Sasuke was heading that way, but only because of Tobi's manipulations, not because of his super duper eyes controlling his mind, and when presented with the other side of the story, switched back to the side of good.

Tobi didn't say it happened to every single Uchiha, he said himself that some people overcome it.

However, there is evidence of it happening countless times...
