Yeah. But the fact remains, fodder is fodder. Fodder are things that lose by the ton. Not have intense battles. I mean, if Jiraiya fought three "fodder" he would easily win. Instead he had a helluva time taking them out and actually would have lost if he didn't have the toad sages help.

Well tbh she hasn't really done anything other than being strangled by Kakuzu, just like Hinata hasn't done anything other than get stabbed by pain.
But in terms of POTENTIAL, Ino has the most, by FAR.
She's learning Medical, which is the key to Sakura's super strength, as well as Mind controlling techniques from her father.
Potentially she could be one of the most powerful characters in Naruto. Not that she ever will. But still that's just Potentially speaking.
