Indeed, this should have all been addressed much earlier. Once the Uchiha were segregated to their small area, war was definitely on the horizon.
Konoha's higher ups got lucky in that someone as skilled as Itachi who was in a position of trust with the Uchiha, did not want war to break out.
Quite. I wonder how the decision was made; it would be a very shaky time for Konoha, what with a Kage just killed.
- Depends on how the coup is handled. If it were dealt with quickly (i.e. Zabuza's coup), or the Uchiha quickly overthrew the Konoha government with minimal losses and effort, I think Konoha would be relatively safe from outsider attack.
However, since it was essentially Uchiha vs. rest of Konoha, I doubt the Uchiha would have won without major losses. If they did win, they'd have numerous casualities. They'd be left vulnerable, and the other villages could see this as an opportunity to wipe out the strongest clan/village currently in existence.
Well, more than likely they did not want to target most clans, and would focus mostly on those who were direct obstacles, while trying to keep the others at least neutral.
The Senju-allies victory condition would be to hold off the Uchiha and convince the other clans to join in, or alternatively to keep more limited to Senju vs Uchiha and win. The Uchiha victory condition would be to convince other ninja to defect or stay neutral and out of the way for the fight and again go for a limited conflict, and then win that fight. Worst-case for the village as a whole is the conflict spirals to include most clans split between the sides, creating a longer struggle, though both sides do have reason to go after the other's leadership ASAP so I would think a quick fight is more likely.
Still, even reduced, Konoha has the largest population so it's likely to still have power comparable to at least the smaller great villages even wounded, and other ninja villages are still counterbalanced by each other, some of the villages may join in a war to protect Konoha out of their own interest (Sand, for example, stands to lose in the balance of power without Konoha to balance out Stone).
Danzo of all people would interestingly be a high-priority target, because he'd most assuredly wish a counter-coup. For all his hard-line stance, being a student of Tobimaru associated him too much with the Senju for him to retain power and influence under the Uchiha of the time.

That'd be more WMD than pet, since I doubt any of the Uchiha save maybe Itachi with his mangekyo (which they did not know about) would have the strength to control it.
