Also, I don't think Oro gets enough credit: he is uber powerful and has tons of awesome techniques. When he's healthy, there's very few that can stand against him (minus the cheating eyes knowas Sharingans.)

The dude keeps his Sharingan constantly activated, and he keeps referring to himself as an Uchiha.

My guess is that either Tobi has a severe identity crisis, or Tobi really is Madara Uchiha. Alternatively, this is all just an 'illusion' concocted by Tobi to fool everyone else into thinking he is Madara, and he's really obsessed with the Sharingan.

that would be one hell of a plot twist, although it kinda wouldn't make sense for something like that to happen... unless Kishimoto plans to make Naruto god tier or something in the Narutoverse.

If he had the ability to unlock the sharingan...he'd have so did it against Gaara or Sasuke VotE fight.
