It's SMALL-TIEM.
The only evidence that it descended from the Byakugan is a one-time statement from Kakashi which was not stated as fact.
Instead, the Sharingan is descended from the Rinnegan, and the Older Son's doujutsu, if he did in fact have one that was not the Rinnegan.
Though since the Byakugan is a doujutsu, I'd say it was somehow distantly related to the Byakugan; so the theory of Sharingan being descended from the Byakugan might still be true.

And with his personality, and how he goes out on high rank missions just because when most of the others have only done them out of having to, I highly doubt he wouldn't have improved just as much as the others.
The databook stats do show the least improvement of the rookies (still significant, just smaller). And while chakra draining is nice, if you have to pierce some defensive jutsu or something the bugs seem like they'd have some trouble.
I don't think he's ever shown any taijutsu.
Konan also had more chance for redemption than Sakura. She went from being Pein's secretary to nearly killing one of the main antagonist. Sakura went from being completely useless to being a competent fighter; all the while have the same crappy character.
So...at the cost of the most powerful living biju, nearly all his power, and the status of being beat by a senju, he got some DNA?

Also, the Sage probably did not have to sacrifice anything to use Izanagi, seeing as he used it to create a number of things. Most likely unlimited use of Izanagi.

Probably because it's the eye doing it even if the Senju provides the power.
I wonder if it might be possible to do an incomplete form with just the eye, maybe a half-second or so.
