Updates: Added the rest of the Kage we were talking about. Added Omoi at B and Kurotsuchi at A due to her shown ability, though I could see either going higher as we find out more, Omoi's mainly shown his melee skill.

Bumped up Haku one from C+ to B-, due to him showing a powerful defense jutsu and the range he can teleport at. I expect it might even go higher. In his first fight he was absolutely toying and lowballing his opponents with no real risk on his part

Now way i totally did not know zabuza was hidden in the crowd in naruto shippuden 183! also with haku and a couple of rain ninjas and in the right corner you can see a couple of other ninjas but i cant make out the crest. I think it was the ninjas orichmaru killed and potrayed to be when he went in the chunin exams!

Obito likely would have been very skilled. He was trained by Minato after all. And being an Uchiha like myself he'd have genius running through his veins.

If he could unlock them. Even with the eyes, his chakra skill'd be quite a bit lower than Kakashi or Sasuke.

Sasuke I'll give you but Kakashi? Obito wouldn't have as many limitations with his normal sharingan like Kakashi. It should stay the same with his MS.

Then again, I'm thinking of an adult Obito, not the kid.

But Kakashi's a prodigy of jutsu who made jonin and invented Chidori without the sharingan. He was extremely skilled even before he got it as an edge, which IMO matters a lot more than not having the endurance/pain problems.

Kakashi also appears to be the only person ever to unlock mangekyo without killing his best friend.

Even with the Sharingan, not all Uchiha become uber after all.

Obito'd almost certainly reach special jonin, maybe even full jonin, but there's more to power and skill than just the eyes, even if they help a lot.
