It was a mistranslation. He is the previous Tsuchikage, just like we deduced long ago when we first saw him.

Also, I look forward to Kakashi's rampage, especially since we'll likely get to see him use many of the copied techs in his arsenal. Him wielding Kubikiribōchō will make it all the more badass.

Kabuto looks like he has a tail every time I see him. He looks somewhat silly.

And there really isn't any water to be used by him to actually do anything.

I don't think he would have won. Not by himself. The downside of that water bubble thing is that you can't do anything either. You're stuck holding the bubble with your hand.
