Kabuto will get the eye. He apparently has 1 Zetsu, or is entitled to one, so he can transplant the eye into said Zetsu and turn it into a powerful weapon against the SA and Madara. Hope this happens.

I kind of just hope Kabuto dies.

oh yeah, senju > uchiha (their own powers need senju help, not just their society). just adding some cells to danzou allows him to use that tech once a day, that's a huge dropoff from the 10 year cooldown, and oro/danzou didn't get the merger 100% correct.

Kabuto will probably try to get his hands on the eye like said above. The white Zetsu's Senju cells would negate the limit. Then Kabuto will die from some rectal explosion. Just because.

I think the important thing for rating is that a move is a net-four, not the balance of where those four are distributed.

Depends on the match-ups, and what's being negated. Going by your example values:
If it's pretty much the only thing an opponent has or depends on, then it's +4 for the ninja, otherwise, it's a -2,+2.
Kisame w. Samehada absorbs chakra though, so he's not just negating/reducing an asset, but something that mostly every ninja depends on, while also being effective against regular Ninjutsu. Though yeah, his advantage only becomes drastic when he's up against a ninja with a high level of chakra.

Still doesn't change the fact that his level of strength can rise, depending on the opponent.

Compared to someone like Madara with his Sharingan, who likely wouldn't be able to beat any of them for a majority.

Yeah. Previously it was likely Kakashi's lack of a large chakra reserve, though that still has its humour.

Nah, Hashirama's cells just boost one's physical energy. With the exception of Izanagi, Uchiha powers don't really depend on Senju cells. Kotoamatsukami just happens to have a stupidly high lag time that can be shortened with Hashirama's physical energy.
Give that shit to someone like Shikamaru, and he too will be able to use far more of his techs.
