The criteria for this is retarded. Once speculation gets involved all credibility goes out the window, and what difference does it make if a move is suicidal? Obviously, Hiruzen would rape Kushina. He can rip out her ****ing soul. Dying in the process doesn't change the fact that he'd still whoop her ass 10/10 times. That alone dictates he should be on a higher tier.
Kushina has no business being in the S-Class tier, at all, if Hurizen isn't.

The point is in 90% of fights he'd never use that move.
We rated Danzo lower because his Shisui eye has a long charge time, and likewise Shisui himself. Young Choji doesn't get written as if he'd use the butterfly pill every fight, and so on.
If someone's best moves are limited in some way they don't add as much as those who can use not-quite-as-strong stuff constantly with no problem.

You want some ninja treated one way, other ninja treated another way, based on your preference to them, and that just doesn't fly.
Out of all the ninja in the series, few are as succeptable to speed blitzes as Chiyo, which is why I wouldn't rank her very high.
Fast enough to take on Naruto in melee and do some rather quick puppet tricks (against the iron-sand attacks that were leaving visible air-shockwaves when they moved).

I always wondered why puppet users are even allowed to summon their puppets before being attacked. It literally takes like 10+ seconds to do.

well, chiyo and other puppet users (iirc kankurou can't do it, but he's shit so..) can manipulate their opponents with puppet strings, that is really F'ing broken.
