Hm, and I hate to say this, but what would people think to bumping old Hiruzen down to S-? His actual techniques were down on that level save for the death god, and that's a suicide technique he can hardly use in most fights. We tend not to count limited-use techniques like Shisui's eye and such as high as ones that can be used in multiple fights.
I'm not adverse to doing it. Chiyo, who I think would beat Sarutobi personally, is S-.
Going by his feats, his stamina was pretty low and his techs were less than impressive. Hiruzen has shown himself to be a pretty wily bastard but that is one of the few compliments I can give him. He kept up with Orochimaru taijutsu wise for a bit though going by later appearances was likely holding back out of cockiness. He's never displayed any talent at all with genjutsu though the databook gives him like a 5. His stat total in general were lower than the Sanin anyway, who are all strong S class fighters. Not by much to be fair, Not that we care *that* much about stats anyway.

Based on the fight we saw, yeah, I'd say he's S- considering all he did was to use a few Elemental jutsu, a summon, use two clones that drained him severely, and that Death God tech.
He did handle that overpowered genjutsu pretty well though, and the arena limited the area, so I think that was another factor.
But the guy is supposed to have come off as at least S.
cause of power scaling, also, he's old. he still took care of business in the fight without any prep whatsoever (enma should be added to his power cause he's a summon) and from what he showed he'd still own at least gaaradad.

Kushina could also manhandle the Kyuubi. Hirzuen could not. 😛
The power creep prevents any meaningful observations from being made. Every character whose powerset has been established in the early arcs of the manga is now far, far weaker than pretty much all of the new characters, going by feats.
As for the Hiruzen vs. Orochimaru fight, it was better than the dragon ball z-esque bullshit being shoved down our throats now for the same reason Luke vs. Vader in ESB and RotJ trumps most of the flashy duels in the PT.

To be fair, they only get a pass because either they've done more powerful non-suicidal stuff on page and/or are said to possess abilities we know are stronger.

Hiruzen did do S-class battle stuff, but notably the only S-class jutsu he did was a suicide jutsu. Like any limited-use jutsu, that has limited application.
He did show large amounts of battle savvy and array of jutsu, but that fits in S-.
Fighting an army seems like it'd be a really, really hard thing for him to do at this point.
