Then there's even sub-sonic shockwaves: simply the propogation of a more densely packed air "wave-front". The denser air refracts light at a different angle (and even speed) than the other "normal" air around it, causing a "visible shockwave". It also compresses the moisture in the air around it, creating temporary "clouds". So that's two in one.
So, yes, a sufficiently powerful concussive force will create a visible shockwave. This is the logic behind mega punches creating visible shockwaves.

Sure, he had to learn how to be useful with his sand. And he's less of a sue post time skip, imo.

He wasn't a Sue before the timeskip either. He was a borderline humanoid abomination, while being a sadist and a merciless serial killer, a volatile living weapon.
And even though I think Minato is the most boring piece of shit in Naruto, and far below the awesomeness of Random Love Letter Guy, he's also not a Mary Sue, I'll admit. Boring as hell, but not a Sue.
What truly makes a character a Sue is difficult to put into words, though some examples are more obvious than others. Like Bella Swan from Twilight, for a well-known modern example.
