Favorite arc? Idk.

Hidan and kakuzu. my favorite character got to show off his brilliance in that one. It also had one of the top choreographed fights of the series.

My favourite arc? Story-wise, Pain's arc, it just sucked animation wise, had a pretty cool theme song for Pain as well, 'Girei'. Itachi Pursuit Arc was also really nice too, but I think I'll go with Chunnin Exam Arc. That was classic.

any other ninja would have died after the chop, but kishi makes sasuke level up mid-combat at an ever increasing rate. sasuke all of a sudden gets the ability to mold the amaterasu? gtfo kishi

I'd rather have my arm than be able to say I gave Sasuke Uchiha a love tap.

Mind you, Sasuke would have died and A would have been crippled for life. Great job Raikage.

what if at the end, Sasuke and Naruto never end up fighting, how pissed would you all be? Kishi would have trolled us all for an entire decade.

Tobi? Kabuto?

Both are bigger criminals than Sasuke. Well, Kabuto will be in a matter of weeks as far as the story goes.

Sasuke really did not care about causing trouble for the other Kage. He just wanted them to get out of his way. He almost said please for goodness sake. awesome

that's a shitty motive for this manga anyway. i liked it better when the manga was tricking me into thinking it was about more than sasuke and naruto's love affair

Tobi is the head of the Akatsuki. Sasuke, as far as they knew, was just his lapdog. Tobi was still the worst criminal in the world, they just didn't know it at the time.

errr, not knowing means that Tobi (from their perspectives) was completely irrelevant. That's like saying Pein was a larger threat than Oro during the Chunin exams.

Except Pain was a bigger threat than Orochimaru at the time. He was just sleeping.

Mind you, it doesn't matter. Unless the Kage believe that Sasuke was in charge of the Akatsuki, he couldn't be public enemy number 1. Well, Kumo would probably consider him that admittedly.

if you know I'm trying to kill you, but you don't know that someone is pulling my strings, wouldn't you perceive me as the threat because you aren't even aware of my master's existence?

You're comparison is faulty. Sasuke is part of something that has been an established threat for years. They know, or should know, that Sasuke couldn't be the leader of Akatsuki. They know he is a member, they know he's dangerous, but it's pretty clear that Sasuke is not in charge.

And just a few minutes prior to Sasuke's b!tch fit at the Summit, they actually did find out who was in charge. Or thought they did rather.

Hold on a sec. You've skipped ahead, past what we are supposed to be discussing.

BEFORE the summit... Sasuke was a deserter, fugitive, associate of a worldwide criminal organization and murderer of the brother of a Kage. At this time, no one knew Tobi was anything more than some random jerkoff in an orange mask who was behind Deidara in the Akatsuki pecking order.

Nope. The time in which the discussion of perspectives is taking place is during Sasuke's attack on the Summit, more specifically his battle with Raikage.

They know Sasuke is a member of Aktasuki but they have been told by Danzo(who is at the time almost if not as bad a criminal as Sasuke) that Madara is in charge. Them knowing Tobi is irrelevant. They know Madara is in charge. And at the time, since Tobi was pretending to be Madara, Tobi would be enemy number 1.

Sasuke is around Kisame level at the time. Sasuke's attack at the Summit is not seen as Sasuke's attack but Akatsuki's attack. And as it's Akatsuki's attack, either the entire organization takes position as public enemy number 1 or it's leader, Madara, is.
