It would explain how Tobi knows who Torune's dear dad is but Idk if he'd be alive during Madara's time. Or rather, Idk if he'd be old enough for Madara to work with him.

What I thought at first but there is evidence that this perhaps isn't the case. Tobi is seen resting quite a lot, and he kept his other sharingan hidden for some reason. He has a lot of chakra to be sure but he might not strictly be an Uchiha.

Likely is though.

My guess is Obito guessed. Not a bad guess considering the Sharingan is itself just a weapon.

the person I'm suggesting would be, to this point, a completely unknown character. Tobi could be someone who was close to the original Uchiha clan and received his eyes when a death occurred. I would assume motives and such would be explained when the reveal takes place.

The story about how "Tobi" got his eyes could have been passed down to younger Uchiha members over the years and that would be how Obito knew it was possible to give the eye(s) to a non-Uchiha.
