There is a lot of foreshadowing and obvious planning. There are characters and hints dropped very early on that pay off big time later. Every last member of the class has a backstory that was definitely thought out ahead of time, though maybe tweeked a little. There's a lot of chapters spent on character development, and some members of the class change a lot. Maybe not early on, but once the thing hits it's stride.

The shounen hero turns to the powers of darkness in order to try and catch up with the enemy faster, and discovers that planning, forethought, and lateral thinking beat guts and going at problems head first.Also, bookish shy girl turns the tide of battle against a class-A major badass foe by suddenly gaining three levels in badass and saves the day pretty much on her own.
Find that in another shounen fight series 🙂
My guess is you simply didn't get far enough for much of the payoff.
One thing I will say about it is- most chapters really are chapters.
That is to say, the majority of chapters are designed to be read as discrete units, with some exceptions. It's not like many series where really, pick up a random chapter and you're just in the middle of a fight and is really designed to be read in the collected volume (Which OP, Bleach, etc. often do). Thus, it is very busy. There's many panels per chapters (way more than normal) and more stuff happening.
I think Naruto is very well written.
Yea, I personally feel it doesn't get enough credit in the writing department.
Part of it is Kishimoto is willing to experment. Some stuff works, some stuff doesn't, but it means he takes the stories in different places and has less standard pacing than normal, all of which takes skill.
