DC/Marvel Crossover Classics isn't in continuity. I doubt Access is either.
In these fights, all superheros are using their abilities at maximum efficiency. The maximum output of a character is what they have done under their own power, without any enhancement.

Its that simple.
Surfercan use the power cosmic anywhere he goes. He isn't connected to a source like Flash is, either. Surfer's body is composed of the power cosmic.
That's like saying Superman won't have super strength, speed, and durability in Marvel.
