SS board has been broken before, Superman could possibly break it if he got a hold of it i.e SS gets knocked off, tries to hit SM with it.
A grounded Surfer would be pretty much screwed into this being a stalemate. I don't see superman being able to out maneuver SS even on the ground.
But, I would like to see how SM would win, even once. I'm not saying it can't happen......

He can read Superman's energy signature with his cosmic awareness, and find a type of radiation that would disrupt it.

He was dead wrong.
Resists the red solar blasts to a degree? Cosmic read the comic and then make that assumption. He took some good double shots and still tore the suit up. Once again Eclipso feeds off anger so Superman had to take him out while going easy on him. If that were anybody else in that suit the fight would have been over much sooner.
Just face it guys Surfers chances at a victory via red sunlight or kyrptonite wavelengths are a long shot but are still there.

Snoopdogg will deny this, but a run-of-the-mill red sunlight blast from Eclipso's robot suit put Superman down for at least 5 frames in Action Comics #826.
Agreed. I think Kryptonite radation is the cheap way out.
