Cyclops is at athletic human condition and reflexes, logan is peak human condition and inhanced(near super) human reflexes.
This means that logan can move his limbs faster than cyclops can see or hope to dodge.
At close distance, logan can dodge the optic nerve blast cause it is not spread so far, it spread as it goes out, which means logan only has alittle area to worry about being hit cause the bean isn't that big.
Cyclops prepares to blast, logan is a 3 steps ahead of him, he fakes, cyclops lets loose at full power, logan comes in doging to blast and "Raagrrrrh!".

First. Cyclops is no punk. You don't think he knows how Wolverine works by now? The man has, most likely, figured out several different ways to take out Wolverine, just in case.
Anyway, that's beside the point. What I'm trying to say is that Cyke pressing a button on his visor (his finger will undoubtebly already be there) is far faster than Wolverine can react. Yes, I think he'd get close. But not striking-distance close. Cyke's optic blasts travel at the speed of light. He's going to hit Wolverine. Cyke also has this neat trick called "turning his head and keeping his eyes on Wolvie". It's amazing. What he does is look at Wolverine. Then Wolverine is shot back into a wall. All because Cyke looked at him.
Cyke has no reason to go full power anyway, unless he's trying to kill him.
Couldn't Cyke also dismember Wolverine? I think so. Seemed to work just fine in AOA. Whose Wolverine had the same physiological structure and everything. Adamantium included. If he could do it there, he could do it here.
Cyke has more options than Wolverine.
Hell, he could blast the floor in front of him or hit his feet, watching Wolverine fall. Then blast him some more.

Simply going through the eye however is not an option however as there is bone (adamantium in Wolvie's case) behind the eye.

This is true. But you can't sit there and tell me that Wolverine won't be affected in the slightest when is EYE is shot out of his head, can you?
That will be pretty agonizing. Plus his depth perception would be off then, until it grew back. And I've seen in the comics, that more vital things, like eyes, tend to take a bit longer.
Cyke could shoot both eyes out, severely crippling Wolverine (I know he still has his other senses, but he would still be severely crippled).
Cyke can do this over and over again until he feels like knocking him out or killing him.

Why the hell do you people keep thinking all he knows is how to rush at someone and swing his claws like an idiot or something.
Logan doesn't really meed to use his martial-arts combat techniques cause alot of the people he fights are weak so he don''t need it, but he he does fight sabertooth or some other skilled strong person, you see him flippin' around and flippin' out of throws and sweeping and kicking and dodging punches and countering.

Cyclops just has powers to blast, wolverine can take him down easily.

Usually when wolverine looses to someone like cyclops its because of stupidass circumstances and lack of his powers, alternate version(weaker version of himself like that damn weakass ultimat wolverine) or its because of him not having his mind in control like when he was being mind controled and he got his ass kicked.
REgular wolverine would've won.
In a straight up match with no overwhelming bullshit circumstances(product of bad writing) against wolverine, he'd mop the floor with cyclops in less than 5 seconds.
