no it doesn't. That's the reason why you don't see people like Namor using his telepathy anymore because it's been so long ago and been retconned to nothingness. The same reason also for beast being depowered with no explanations (used to be very high in strength during his avengers stint)
Namor pretty much uses his telepathy every time he contacts sealife, I think...
