Well,until Arceus gets his own movie,it will be able to compete for top tier anime characters.I say Mewtwo is a very powerful character as well.Not at a deity level,but powerful nonetheless.

Kami-Tenchi isn't even a developed character, Has never been really shown. So, it's exsistence as a character is as ambigous as Kami from "Ah My Goddess". Why is the anime industry so afraid to make a character on L-sama level which is just developed and present in the story.
This supports my theory that the anime industry revears L-sama as it's God, and all the top level diety's (Which have never been named) are clandestine manestifations of the same character I.E. L-sama.

Generally, the third OVA is regarded as the worst in the Tenchi series... because they suck.

Yeah, I mean Light Hawk Wings are already the manesfestation of GOD, But they feel that he has to become the official avatar of GOD.
