Sure, characters go through all kinds of different showings, but that is true of all characters -- since his return, Hal has knocked out the Shaggy Man/the General (previously not done by...anyone) and skewered the roughly Superman level (strength and durability wise) Mongul with ease. He's also punched Cyborg Superman's face off and he's basically stalemated Supes, and defeated a Kryptonian cave man (stronger than Supes, though with less powers).

not entirely true; during the Neal & O'Neil days Hal was punished by the GotUs by (stated on-panel) having the power of his Ring halved. I think that lasted for atleast 6 ish's..............
