cap is a man hand to hand, one of many, but cyclops is also the man with his power. i would give cyclops a few wins even without his "omni-blast", just because he's so ridiculously accurate.

I like Cap and respect him as well. But you've just got to know when he loses.
His shield will be completely useless really. If Cyke can hit him with a blast (which really, he should be able to anyway, since his optic blasts travel at the speed of freakin light), then he'll just richochet a few blasts off of surrounding objects to hit Cap. If there are no surround objects, then Cyke still has a number of options.
1. He can blast the ground all around Cap, creating a hole/crater/whatever to hurt or put Cap at a disadvantage.
2. He can continue to move towards Cap while blasting him. When he reaches the shield, he just grabs it, moves it just SLIGHTLY out of the way and pops Cap in the face with a blast. And don't sit there and say that can't happen. It's entirely feasable.
And that's all I feel like coming up with for the moment. But I think my main point, is that Cap doesn't really have a chance against Cyke's specific power and strategic skills himself (yes, Cap is a better strategist, but I'm talking about the combination that Cyke has).

* and judging by the powers and abilities of Captain America and Wolverine, even Marvel.com does not say that these two have the ability to dodge blasts that can travel light-speeds...
