Doubtful. Sandman is a mediocre villain, so I know it's not gonna be just him. I mean, You'd have to have a huge villain like Venom to sell the movie. Heck, even another Green Goblin (HARRY ISN'T THE F*CKING HOBGOBLIN!) isn't enough, mostly because he needs to go through the struggle of taking up the mantle, similar to what he did in the comics and Spidey did with his own powers in the second movie, and in ASM #50, Spider Man no more. So, Venom is honestly the best way to go, and I bet Sam Raimi had to finally realize that when it came to this movie. However, I'd hope that bringing in the symbiotes would allow crossovers, like the F4 coming in.
Crossover won't happen and Venom might be the worst way to go. Squeezing a villain in and leaving the whole other part of the story out is not good. Harry was struggling at the end of 2. He will become the Green Goblin and I believe Sandman will be a minor villain. Topher should be Electro. That would be the best way to go for this certain situation.
