Considering the canon Cell was Supersaiyan 2 level, aproxim. and Freeza, aprox SSJ 1 level, So Goku normal beat both of them together in an easy way, considering the DBZ canon, Goku would not need to transform to put back the tectonic plaque.Actually he never lift the city, the creature separate the city in 2, create a cannon and Goku put it back together, i think that feat is more dificult than lift the city, require more strenght to move a tectonic plaque.
You can't forget Dende. If he hadn't of actually wished Gokou to have his energy back Buu would have survived the Spirit Bomb and then probably been mad enough to actually get serious. As for Kid Buu being the strongest I think Shonen Jump pretty much confirmed that in an interview with Toriyama.
Oh yea I was reading the manga when Gokou fights Yakon and did he really go ssj2 in the anime during that fight? I didn't think he did but it's been so long and he goes ssj2 in the manga.
