It's because Akainu and Blackbeard are still around and the other Yonko haven't been introduced. And then there are the other Supernova's, the Impel Down guys, Crocodile, and DoFlamingo. We have the potential for villains already but instead we get racist/just plain evil Hody and Mad Scientist Caesar. I like it when Oda does his own thing with his villains instead of going for the easy archetypes.
Edit: Though I can see the argument that Oda is doing this for readers who just picked it up after the timeskip.

If I had to guess it would be similar to the start of the manga when Luffy was quite easily above the villains he fought. Oda is doing the long con in establishing how powerful Luffy is right now in relation to the other major players.
Now at the start he managed to make the villains threatening anyway by being clever, so i wish he'd do that more.
Also I'm not crazy am I? That guy really did have a piece of steak stuck to his cheek.

So yeah I'm pretty sure this arc has no main purpose but to get us excited for future events. Doflamingo? YES. I've been waiting for this guys return.Other than that it was a mixed bag. The beginning was bleh, the reveal of who Virgo is kinda makes a plot hole(All the marines were supposed to be at Marineford, though maybe Oda did have him somewhere. Not going to look back). The stuff with Zoro's party was good, I love this kinda weird stuff in my One Piece. A Salamander Slime monster? Awesome. Other than that, I appreciated the call back to Alabasta.

Cleverness really only applies to Kuro and maybe Arlong a bit. Krieg wasn't clever, he was just cool.
The reason it worked in the beginning was simply because there were fewer heroes. Now there are nine of these bastards and we have to watch them take out supporting characters we don't care about.
Caesar is mixing things up though since he apparently only really has one minion, just really big. The plot is still divided to support three parties but less pointless action. For the moment anyway.

Yeah, I don't think we are going to get our 9 vs 9 combat here, maybe something Moria/Oz style with everyone doing stuff, but obviously less awesome because Moria rockzors.
I admit I'm not sure where this is arc is heading though, they should score a decisive goal against Caesar, but maybe he ends up not being the big bad? I mean, he should since he koed Luffy, but I'm not exactly picturing the end combat right now.
