The animation is still shitty, just every so often it gets less shitty. The manga is definitely the place to go if you want accurate, timely and well drawn access to OP cannon.
Favorite villain...god, I don't know, I really liked Eneru despite lots of people hating on that arc, but I also like Crocodile a lot (he was such a Luthory villain, but he was also badass at the same time). It's hard to say who counts as a villain after Thriller bark, especially when the Marines are involved (they aren't black and white antagonists like all the pirates they fight). Like, it's hard to call Magellan a "villain" when he was just doing his job. Even Akainu, who's a giant asshat, can't totally be called a villain since he's just enforcing the law. When it comes to the government, the only truly evil people seem to be non-military (like CP9).
There are a lot of reasons to hate Skypeia.
Enel is not one of them. Enel is just a fun villain. His design is unique, his powers are all kinds of threatening(to anyone but Luffy of course), his smug assholish behavior is matched only by a couple other characters from the HST that I can think of, and in general he was just a cool guy. The fact that Hody has killed more characters with a name than Enel pisses me off.

Yeah well Enel actually succeeded in his plan and pretty much took over the moon with an army and stuff. So Enel still comes out a head.

The dub? Yes, vastly improved. The animation? They have like one director who doesn't phone it in and he only shows up like every 20 episodes. Toei is one of the cheapest, shittiest and worst written anime studios in existence (I mean the filler, not the adaptation of the cannon). They have like 10 minutes of intros, recaps and flashbacks per episode, not to mention they simply lengthened the title song so they wouldn't have to pay for more than one song at a time and they added the stupid Gold Roger intro to it again. It's like the 500th plus episode, I know who the **** Gold Roger is, stop wasting my damn time you yen pinching tight wads. The biggest issue is that they insist on making 50+ episodes a year: this is totally unnecessary and is the main reason their animation is so cheap and lazy. If they would just animate 26 they would have twice the episode budget and they would never catch up to manga, eliminating the other big problem, poorly written filler.
Their filler is some of the ****est bologna shit I've ever seen. I have never finished a OP filler and though, "I enjoyed that, I'm glad I spent 25 minutes (more like 15) of my life watching that". I actually hate the filler so much, that despite my need to support FUNimation I will not buy the filler sets (there is one at the end of both season 2 and 3). I get that they want to have more episodes so that the ratings don't drop, but I'd much rather see a re-run than an ass filler episode. Hell some of the fillers are just flashbacks of old episodes anyway, so you might as well just show a damn re-run. I swear, why can't a good studio have OP? The best manga out there made by the worst animator, a match made in shit. ****ing Toei...

Yeah, I tried watching some episodes around that part where Luffy punches out the Holy Dragon prick and was amazed at how crap the pacing was.
4Kids is amazing I tell ya.

Yes I own (and have watched) all the FUNi sets outside of the filler only sets. It's a good dub, not Fruits basket great or FLCL perfect, but 100,000 times better than the 4KIDS version. Some of the voices are perfect (even better than the seiryu in my opinion) and some are less then perfect (I find Hachi's voice to be odd and Crocodile could have been a little better, but then again I wanted freaking Clancy Brown to play him 😛 ). All in all, it's good, but due to some Toei meddling, it has a few annoying spots.
As for FT's soundtrack being better than OP's, I don't agree with that at all (way too much fiddle music and no memorable intro songs),but to each his own.

Thanks! I have a crush on Robin's VA because of it and wanted to know if anymore dubded ones from Funi came out. Though Luffy's voice and, as you have stated, Crocodile's voices could've had better alternatives.
Both are pretty repetative however FT's musics seems to go better with fight IMO.
