Keep in mind that Luffy's bounty is based on his old strength from 2 years ago too.
I think the bounty is based on several factors. Strength is definitely one of them, politics another (how much the WG/Navy wants them down), and fear a third (generally, how much civilians, kingdom governments, and such want them down).
You can be a big political target, but they don't need to put you at 500mil or what have you, because they know that people who hunt bounties and can take down 400mil targets already.
Luffy's pretty much the top of the chart when it comes to politics-points, but his known strength is anemic compared to those of post-skip Kid, Law, etc.. They didn't need to go higher until his new strength comes out, and his bounty is really excessively high for his pre-timeskip fighting ability.
Kid scores political points, fear points, and strength points with his rampages that involve knocking off plenty of navy targets, so while his political points might be a bit lower, overall he's still higher.
And Law probably calculated to cause as big a splash as possible similarly.

Meh. It was a necessary setup chapter but nothing more. Everyone heads off to do something. Law and Luffy against Caesar and Smoker vs Vergo(I expect that sadly Smoker will be worfed. Hopefully not). The rest are gonna look for the kids. Luffy does a new move I think at the end. So yeah, that's really all there is to say.
