I'm not so sure.
Whatever Rouge drains Hulk can get back; we know this. But will he be conscious? Remember, when Rouge touches someone she absorbs their consciousness, rendering them unconscous. Even if Rouge doesn't grab Hulk, if Hulk delivers a bare fisted punch to the face of Rouge, it may very well render Hulk unconsious.
i remeber earlier in this thread i said that rougue could win. i still believe so, but hulk would have to be on a bad day or something. the fact that he's so powerful and has multiple personalites, she would overload, cuz his base is still greater than her maximum, and once he got into fight mode i could see how it would be a little too much for her to absorb. here i am going back to the dreaded 90s cartoon reference but when she tried to absorb juggy she went totally insane, and those were just bad memories of him being abused by his father, and his hatred for charles and shit so, f ucking with the hulk's mind she would probably end up in a coma or something

I don't think that the cartoon is the best reference. Rogue slapped Gladiator around on a couple of occasions.
In the comic she did absorb a lot of juggernaut's power w/out losing control. She didn't quite knock him out but she did leave him stunned and unable to fight back for a while. Without the magical properties that Juggernaut has, Hulk would go down.
