That means even if there's a hero that's as strong as the living tribunal (would be stupid, but still) that Hulk could eventually surpass him, simply because he has the label of 'hero'?
As Rage said, Pak never gave Hulk any limits at all, in fact he absorbed gamma bombs after reaching worldbreaker levels to even further increase his power if there wasn't already proof he could become even stronger.
It's based on comics and the nature of Hulk's powerset, the ability to keep increasing in strength without limit. That's a poor analogy really, the Living Tribunal transcends physical strength as do all the abstract beings, but if that were to happen then that would most likely be out of Hulk's reach. I'm referring to characters who actually exist though.
