He was in on of the DC 1 Million comic books. He's a version of Superman that has been sundipping for like a thousand years. He defeated "Solaris" which is a sentient prosthetic sun-like being with enough power and energy to heat and light up an entire galaxy. After he defeated Solaris, he used it's remains to build a new version of Krypton.

Hal Jordan is the only match for Surfer in the JLA.
Flash can't exceed lightspeed without entering the speedforce. Even if he could, he lacks the power and durability to take on Surfer. Superman is too easily exploited by Surfer, and he isn't fast enough, either. Unless Wonder Woman has some uber cosmic magic (one of Surfer's weaknesses) on her side she's a non-factor. Surfer's mind is almost impervious to telepathy (ask Moondragon w/ the Infinity Mind Gem,) so Martian Manhunter can't help his team either. Only Hal is left. He can go blow for blow with Surfer, but with Thor at Surfer's side, Hal ain't winning.
Surfer and normal Thor take this one.

JLA: Superman , Flash , Green Lantern(hal , kyle) , WW , MM ,Batman
Hal AND Kyle? Overkill. 2 experienced Lanterns is too much for SS, especially if one decides to shield Superman from kryptonite making things even easier.
MM, WW, and Flash would obliterate Thor.
Or Flash steals speed from Thor and gives it to WW. WW ties up both SS and Thor and the rest of the league curbstomp them.
Damn, WW with flash like speed is a damn scary thought now that I think about it....

I think it's either Kyle or Hal, not both.
If it's both, I'll definately have to lean my opinion in your direction.
Flash's speed isn't so great compared to Surfer's. Outside of the Speed Force, Flash is limited to sub-light speed. Surfer can get rid of Flash, taking away a big part of their offense.
However, I'm not confident that Surfer could take on two of the most powerful Green Lanterns and win. In fact, I don't like those odds at all.
However, Surfer has evasive speed in his favor.
Speedblitzing isn't his style though. He would take on Hal or Kyle just like any other opponent. If it's both of them, that could be bad for him.
If this is just one lantern, though, I'll stick with my original stance stating that Surfer and Thor win.
Even there, I'm not so sure.
I believe SS shares the same speed issue that Flash does, after a certain speed, he enters hyperspace. I don't think he is truly as fast as most attempt to make him. Certainly not any faster than Supes or Flash. His control even at those speeds is dubious as shown in the Gauntlet.
For someone who's been around for decades, he has near zil superspeed fighting feats, which is very, very strange. Travelling for him is a different story which I believe supports my theory.
Even with 1 lantern, it's too much. Too many powerhouses on 1 side.
