Thats where you should officially report anything child porn related. If you're in a situation where you have access to ip's, even better. Remember though, it's not child porn if the child is nude yet not showing any specific region(i.e. covering chest ot genitals with hand) or if they are in underwear and just posing provactively. A minor needs to be exposing nude areas(genitals etc) or involved in a sexual act in order for it to constitute child porn.
Sorry for the lecture, I work for one of the largest sites in the world and my department has extensive experience in reporting these cases. Rest assured too, when you go through the site I mentioned it does get followed up on.

There cannot be an even ground with child pornography, it needs to be eliminated wherever it exist; trying to appease some with hopes of keeping it in check or in moderation is not the answer, there would still be victims in what you propose. Consider it a malignant cancer.
