As for any links between the worlds you mention, Sirius, I suggest people look at Cassilis' background information again. But there is no suspicious connection between the subject worlds of Antanon and what is going on here.
As for the voice... it's simply worth noting that Anaz is very similar to his cousin in many ways.

Sunda has turned up something he finds odd, Roan.
"I got a hold of the Kuylen family tree," he says.
As you might have guessed, the Kuylen family is one of the oldest of the Boyar, old to the point that no recods exist of any time when it was not there. The Boyar itself is so complicated with bastard lines and politics and inter-marrying and cousins and adoptions and all other frms of stuff like that that the tree as a whole is complicated to the point of pushing back the boundaries of hypermathematics...
... but luckily Sunda is only concentrating on one tiny bit.
Anaz's father was not the previous Voivode of Antanon; he was a middle-ranking aristocrat. Anaz's Mother was way more important.
Sunda shows you the family tree.
"Look," he says, "It was Anaz's Uncle on his Mother's side that was the previous Voivode. But although he had several children, he only had one son, and in the Boyar, only the male can inherit. And his one son died a day after being born."
Sunda traces the line across.
"But the previous Voivode had a sister, and her eldest son... was Anaz. So he inherited.
"But look, Master! Anaz doesn't have any other male cousins!"
Which means that the one that died in infancy, and the original heir to Antanon was... Larios?
