No its the former, but Hyper Space is complicated, in a sense it exists at all points in space at the same time. No Quantum tunneling occurs.

Then, IIUC, her force projections follow Newtonian paths, and they are subject to Newtonian defenses (eg, they can't penetrate another forcefield of greater power).

Consider the deployment of here field as simillar to Nightcrawlers teleportaion. I.e. she teleporsts her 'Pan Dimensional Wall' to any points she needs to.

Then that really is more a quantum path. I mean, if her head is point A, and a target zone is point B, and she can create fields anywhere in 3D space, the intervening distance between A and B seems irrelevant, as when Nightcrawler teleports. Intervening distance or barriers don't matter to him; he just needs to "see" where he's going. This makes Sue's power much more formidable.
