I still think its conceivable that Batman could pull it off, he's done crazier things.
Also being able to throw a punch in .038 seconds wouldn't translate into 25 punches per second, since you would also need to factor in the time it takes for Wolverine to draw back in his extended arm after each punch. With that variable in mind it wouldn't work out to 25 punches per second. It think we are probably looking at around 12-15 punches per second.

To illustrate: I could run the 100 meter dash in close to 11 seconds back in high school. Usain Bolt can run it in just under 10 seconds. Do I consider Usain Bolt to be "only .1 times faster" than me? Of course not. When I think Usain Bolt, I think the guy is "twice as fast" as I am or "three/ten times as fast" as me. Just because I think Usain Bolt is "twice as fast" as I am though, doesn't mean he's running the 100 meter dash in 5.5 seconds.

I'm one of those types of peeps that believe in on panel showings... if a character never shown this in a comic, I am not going to say that they could. That's why I don't go on a spree saying gladiator would punch Hulk or Thor a hundred times before they moved a muscle. Sure... these characters have super speed but 20 punches a second? That's a lot.
I just disagree with made up stuff that happens on kmc like Gladiator, Surfer or Hyperion fighting a light speed when they don't have one comic showing that they are capable of doing this. Flying through space and fighting at such speeds are two different things so again, Wolverine isn't punching someone 20 times imo if he doesn't have the feats.
