YES ITS REGULUS in the dutch version its not their last name stand for black in dutch which starts with an F and it so happens to be that RAB in the english version changes to RAF in the dutch

But what if JKR is just working to mislead us there. I mean, we all pretty much jumped to Regulas Black when we first heard about it. JKR may just want to mislead us.

it wouldnt be up to her thats how it got translated in the dutch version so how would she have anything to do with how the translate the word black

For example, Nymphadora Tonks's mother Andromeda, whose maiden name was Black, and whose given name is uncertain; there is also an Alphard Black (whose name was stricken from the Black Family Tree for giving support to the disowned Sirius Black).

... Wtf you just say? It wouldn't be up to her? It's her books. It would be up to her. And if so we know it is Black. But there are a lot of different Blacks. How do we soley know it is Regulas? Remember, she may be trying to trick us. And if your right, your right. But I wanna keep the air clear it could be someone else. Though I do think it is Regulas myself.
