Yeah. Plus, she used to be around Kenpachi before he got his eye-patch. So she can survive his Reiatsu pressure 🙂. Admittedly, Kenpachi may not have been stressing his Reiatsu, but still.
True, but Haineko is no Senbonzakura 😛. I cannot properly recall what it does, but I believe it only scratches, not shreds like Senbonzakura.

Ikkaku is low-captain level at least IMO. Rukia is about Lieutenant level.

It's attack power is proportional to the ash cloud density I think. So if someone is at the edge, it scratches, but in a big density it'd be about as bad as a sword blow.
Also being a literal cloud, it's harder for high-level people to avoid (as Renji and Ichigo could both track all of Senbonzakura's shards). I think shikai to shikai, both have their advantages.
the top lieutenant imo is Renji, primarily because of his bankai, followed closely by Hisagi and Kira, both of whom compliment their shikai with their decent knowledge of kidou making both well rounded fighters...
should both learn their respective bankais, they would easily be considered captain class ahead of Renji imo...
and speaking of Rukia, i would add Yumichika to Ikkaku as the top non-lieutenants, who ironically has a win over Hisagi...

Probably they have the skills for it. We haven't really seen them fight.
Nanao I'd guess is a kido specialist, Chojiro just didn't get to show his stuff. He didn't do any worse than Omaeda did.
They aren't the high ends of lieutenants but probably still reasonable in their areas.

Ikkaku's got power and sword skills, but boy are his shikai and bankai naff. He's the only one outside Hitsugaya with a bankai restriction, and he's got no hax at all.
Still, a fully charged bankai from him probably packs massive punch.

The fact it can change between spear and three-section at will is something over the RL version.. but yea, it really is not very much. I guess Ikkaku's just that straitforward? 🙂
It's a bit better than Yumichika's false shikai, which barely has anything over a normal sword (I guess catching a blade between it's blades).

Ikkaku's cooler that Renji, so that's why I vote for him should they ever fight.(Once again Renji would most likely win) However Hisagi pwns both of them in the shikai department.
