Yes, but again, he's already capable of doing so, even if the Hogyoku does not empower him. Simply wishing for an action will not work; you have to have the requirements/power necessary for said action to actually take place via the Hogyoku's help.

I'd say it's more powerful since he can use it to strike at range. It's primarily offensive but that's not too bad a thing, not that many people will be able to break it.

He's restricted to swings or throwing the ball, if he wants range. Sure it'll have tremendous force when swung.
However, the closer the range, the harder it becomes to use it effectively, and close-range is Ikkaku's specialty.
He also has a tendency to carry the damn ball as a shield in his hands.

He can always switch to sword though. And when he *needs* a shield, it is fairly large.
It gives him significant functionality a sword doesn't, is the main thing. Any zanpaku-to can be good in close by simply going to unreleased.

If he switches back to a sword, he loses the range advantage he had.
Fairly large and breakable. Ikkaku's no physical slouch. He's strong.

Isshin performed against admirably against Aizen. Sure, Aizen probably never anticipated his arrival and Isshin probably hadn't seen his shikai, but Isshin also tanked a Level 60 Hado, and sent Aizen flying through a number of buildings by flicking a finger.
What if he wasn't a Captain when he retired? What if he was a part of the Royal Guard instead, and hence had once been a Captain for a very long time?

Going back and forth multiple times in a fight seems like more trouble than it's worth. No one even does that in a fight, much less Omaeda, who isn't exactly the the brightest bulb in the box.
Besides, if he switches multiple times, his opponent will know what's coming once he shouts his Shikai command. He hasn't mastered Bankai, so he has to use the command.
