He is not outwardly trying to mask his disregard for the lives of potential test subjects. Trying to mask your lack of empathy is a major portion of what constitutes psychopathy.
He also tries to mask his EMPATHY towards people he cares about: just the opposite of a psychopath. He cares for Urahara and his lieutenant.
You also would need to prove that he lacks the ability (below a certain threshold) to properly recognize emotions in facial expressions beyond the population average. A tall order which is impossible. Also consider that he deliberately was trying to get under the skin of Ishida, Szayel, and Retsu Unohana. That suggests, alone, intimate knowledge of how people work and makes a strong case against a disconnected being. Sure, he does not care about the lives of his test subjects but the line being drawn for Mayuri regarding this is one of hypocrisy when you implicitly support other scientists who disregard the lives of THEIR test subjects. Just because society thinks it's okay to torture rats to death, does not make it more right than torturing a human to death...if both are for scientific research. They both are wrong in their own ways.

I did not claim they were legal, ever. The legality is dubious, at best. Additionally, I had no reference to what that referred to, at all, in the chronology of Bleach. I took it for face value because the statement didn't even make sense.
