And, no, the villain doesn't have to be a bed-time story villain where they seem super powerful. If you have to rely on childishly overpowered villains to feel like there's a story, your taste in plot is just that: childish.
I would agree with you if Bleach's story wasn't consistently an utterly simplistic, steaming pile of shit. It is a "bed time story" where the good guys never die and the hero always wins in the end by some ridiculous plot device such as believing in himself or the power of love. Bleach is literally infested with tropes.
So with that in mind, its fight scenes are really the only thing it has going for it, hence, I can see where people are coming from them look at these quick n dirty fights with disdain.

I am sure they would agree with me that a villain that is overpowered to specifically create a false sense of fear (because we all know no one important dies) is a poor way to tell a story.

The best type of villain is a villain you can both relate to and hate. He has to be consistant while having believable motivations. he ALSO has to be "human" in ability. He can be powerful, but not stpuid powerful where all hope seems lost. Those stories are for children.

Is he "human" in ability or is he broken? Broken, by far.
Is he consistant in his motivations? We have no idea.
Does he have believable motivations? We have no idea.
Do we hate him? Sure do.
So he's only done ONE thing required of a great villain: hate him.

1. CIS/PIS created specifically to artificially inflate the length of the arc.
2. Needless dialogue and more business.

1. Quick victories like they SHOULD be occuring: Kenpachi's fight is how pretty much all fights should have gone down, if you're going to be honest about abilities.
2. Development from our characters especially the villains.
To Kubo's credit, he is subtly developing Loli Maid Girl. That's decent. Maybe there's a reason we don't hate that character? Hmm?

1. You do realize that having fights like Kenpachi's eliminates all possible hope of character development and renders each and every fight pointless right? Out of all the villains, Giriko has no development aside from wanting to be young and being arrogant.
2. Are you so sure we won't be getting that for Tsukishima? Could you perhaps be jumping the gun? 😮

1. That development should have occured BEFORE we got to that point. Additionally, we can still have flash backs for their characters as they die...just like we got with Baringgan (sp?)
2. Have no idea. But that hasn't been the case, really. We get one chapter with just a few spoken words about parents. We got nothing for development from lucky boy...other than he's a homo (nothing wrong with that). We got nothing from clock man. We still have nothing for Tootieshiikkikkakakdkfd. Had nothing form dirty boots other than "don't look down on me, rawr!".
It's just not there.
So why get happy about a broken villain? We've been there, done that. Enough with the reality warping, pleeeeease?
Every now and then, I would like the main character to whoop some major ass. When Ichigo came to rescue Rukia....that was awesome. The highlight of the manga. From that arc on, it's been downhill.

Wrong. There are literally hundreds of ways to do a villian and none of them are the 'best' way.
IGN is a big ol' steaming pile of shit, so whatever minger loser. Plus the number 2 villian is the Joker, a guy whose primary characteristic is his instability, insanity and utter disregard for life. Plus plus that list is comics characters only. Everyone knows the real greatest villian ever is Emperor Palpatine. 😐

1. No, the development of character can occur anywhere. In fact, Kubo usually prefers in/after battle development than during, which is the case for, well, most of the characters, Fullbringers included.
2. Why do you need more? His backstory was explained and his motives are clear. He is a complete monster that Kubo plans to spare. And that pisses me off. Lucky Boy is getting development now. He has been asked a question and is being forced to answer it. His ideas are being questioned. We got nothing from Clock man cause Kenpachi killed him so quickly that it didn't matter. And with Dirty Boots, we have images to infer from. Again, more than Kenpachi gave us.

Because he is a threat and has done heinous things. Not that he is the only broken villain evar in Bleach. People straight up adore Barragan after all.
If Ichigo walked into Soul Society and beat up everyone one of the Shinigami in seconds, it would be the worst arc of the manga. He didn't. After every battle he had to heal up because his opponents were that strong. Though that's another example of where the villain, Byakuya, got his development after the big battle instead of before.
I agree, it was the best arc. But not really for the reason you gave. 😮
Ichigo rescued Rukia after struggling alot, working his ass off and getting the complete shit kicked out of him many, many times. As Aura said, he didn't just stroll in and kick ass.
