I really liked it. I thought it was a bit dull in the beginning but it comes together nicely at the end.
I like that it was finally revealed that they are Quincy.
However...the Quincy were wiped out except for...one family? It seems ***pulled to think a large group of Quincy are around.
It also seems silly that the Quincy would strike when Soul Society is "magically" all back at full strength. Why? Why didn't they strike when all of the captains were gone during the Decide crap? Sounds like...a forced plot. The death throes of the final arc.
Still, I like how it is playing along. I liked this chapter MUCH more than Naruto's chapter. It feels like Kubo has gotten a bit back of what made Bleach so good (but it is still not as awesome as it used to be).

My rationalization for it, for the time being, is during the exterminating, a group of Quincy went into hiding into that new place the villains seem to be chillin in. So long as they weren't disrupting the balance, there wouldn't be much of a reason to search for them.
But yeah, Bleach is getting good again...if I'm not being too bold saying that.

Anyway, since this is going to be about Quincies, I'm stoked. Hopefully Uryu and Ryuken have big-ass parts to play in this arc.

Yeah. Wonder why he failed to kill Quincy Emperor, if that is who Mayuri was referring to. Was it something akin to Hiruzen being unable to kill Oro, or was Quincy Emperor that strong?

Soul Society had already instigated a genocide against the Quincies over this Balance in the past. I doubt they'd choke over killing people they think are not going to be of use to their Military in order to maintain a Balance that could kill an exponentially higher number of people if it was upset.
Souls killed in SS apparently are reincarnated in the Real World, so I suppose they would draw some justification from that as well in that while they are killing them, they aren't destroying them. Twisted, but meh.

Or the higher-ups don't care. Captain Salaries are also apparently ridiculously high. Understandable.
Ichigo's important to him. He did intend for Ivan to seal away his Bankai, and when that failed, noted the need for them to come up with a follow-up plan.
