yeah, seems like Ichigo's power/inner world is a pretty complicated place to be. and Zangetsu/young Ywhach did bring up an interesting point as thinking back on it, it was the hollow's power that mainly bailed Ichigo out of bad siuations. and damn it, now he's gone. he's been around so long and had us believe he was the real Zangetsu that it feels pretty sad to see him go.
Here's how I see it:
Ichigo still has his Quincy powers. That avatar of Bach's is there to act as a sentinel against Ichigo becoming an enemy of the Quincy: something that is in every Quincy, me thinks. I will refer to that 1000 year old shade(ghost) as the Sentinel from here on out.
However, that "essence of Bach (lulz)" grew to care for Ichigo because Ichigo's personality and unwillingness to give up (the trait of almost every protagonist in shonen manga) made the Sentinel Bach care for Ichigo. He also saw Ichigo get stronger. However, this Sentinel was different that others that Quincy have in that it was there to also suppress Ichigo's Shinigami powers. Since Ichigo is overflowing with immense power, the Sentinel was not strong enough to hold it all back. This probably is why ulquiorra said what he said about Ichigo's reiatsu fluctuating wildly (because the Sentinel had a hard time suppressing all of Ichigo's powers).
Ichigo also has hollow powers that appeared to fight against the Sentinel's supression. His inner hollow fought to protect Ichigo when the Sentinel would not. When Ichigo went into his Super Saiyan mode against Aizen, that was a combination of his Shinigami powers and his hollow powers...but only of the stuff he had access to and not his full set of Shinigami powers.

Presumably, Ichigo burned up his Shinigami powers and Hollow powers in Saigo no Getsuga Tensho form. However, we know he did not burn up all of his Shinigami powers because the Sentinel was suppressing a significant portion of those powers. However, the Sentinel said nothing about suppressing his hollow powers. Ichigo was infused with a ton of shinigami powers by that special sword. It took the power from the captains and lieutenants to bring Ichigo back up to speed because Ichigo is that powerful. However, he's even greater than that...as we just found out.
So, basically, his hollow powers should be all burned up unless he gets an infusion of hollow rieryoku like he did of the Shinigami reiryoku.

I think Kubo had this planned out but because Kubo is not exactly the best writer he has flubbed up in the past. No different that Kishi with Tobi(he explicitly recalls Hashirama even though Obito never met the guy) and Oda with Shanks(Guy can clash with Whitebeard but had his arm eaten by a creature oneshotted by Luffy in chapter 1).
Writers are manipulative. It's what they do.

Well...honestly....
It just feels like Kubo had planned on this for a while (more than 5 years, "a while"😉 but had put in so much filler these last few years that he didn't get around to writing about this particular plot line.
Additionally, writing something like this would have to get approved by his boss. He had to have the general story outline done quite a long time ago to get this approved. At least as far back as the prior story-arc.
I think that's what the internet 'tards don't realize about mangaka's: they have bosses, approval processes, and quality checks. Kubo cannot just write whatever he wants...unless he publishes his own shit in his own publication (but then there is a problem of reach: it would get distributed well enough to make a decent profit).

He may have had a different reason for not telling Ichigo, as well. An as of yet un-revealed reason. And, based on what we know, it may never be revealed because that version of Ichigo (the hollow powers) may be permanently gone as I pointed out, earlier.
His hollow and Shinigami powers I believe are intertwined. He can't have one without the other. After all his asauchi is in shape of his inner Hollow. As Oetsu says "This Hollow entered Ichigo and merged with Ichigo's Shinigami powers."
But yes there probably will be an explanation by the hollow to see he didn't tell us earlier.
