Strength as in the English use or the Japanese use?
Because the word that that Japanese use, which roughly translates to strength and/or power, does not man "raw physical power output." It means more something to akin to "overall battle prowess which includes physical stats, skill, strategy, and mental abilities."
This comes from the old Bushido code stuff where a warrior could be considered "very strong" but be physically weak because his skills with the various weapons and his mental skills on the battlefield made him a very formidable opponent. People would say, "This man is strong."
Based on the English use, Kenpachi is the strongest followed by Fox-Face.
