The rules are all listed on page one. All planets not occupied by an individual are assumed to be a battalion of 500 clone troopers guarding a strategic position (planet dependent).
Also, we need to assign planets to those random folks.
I'll start, the judges can assign an individual a planet as they please:

Yep, the first turn will come as soon as Glentract is ready, the first pick gets the the first turn.
He will get a 10% boost to his current army count, and he can distribute that to whatever planet he wants (he only has one right now 😛), and can attack ANY nominal planet in the SWU (proximity would be desired), then he would debate why his character should beat a battallion of 500 Clonetroopers in a fortified, strategic position.
